Texas has a Graduated License Program
The driver’s license program in Texas consists of two phases before getting a full driver license. In phase one, a driver who is between 15-17 is given a learner license for at least six months. With this license, a young driver can practice driving with a licensed adult over the age of 21 before moving up to the next phase.
To move up to phase two, you must complete a set amount of hours in driver’s education, as well as prove you are enrolled in high school or have graduated.
In phase two, teen drivers have a provisional license, which allows them to drive without a licensed adult in the car, but there are some restrictions. You are not allowed to drive with more than one passenger under the age of 21 who isn’t family, no driving between midnight and 5am, unless it’s for work or school, and no cell phone use unless there is an emergency. Your provisional license expires when you turn 18, and you can apply for a full driver’s license.
