I Was A Pedestrian and Was Hit By A Driver Without Insurance, Can I Make A UM Claim?

You most certainly can (if you have the coverage)! If you have a policy yourself, or are living with a person who has a policy (even if you are not on it), you can file an uninsured motorist claim (UM claim) under their UM coverage. Whether you have a vehicle, don’t have a vehicle, are of driving age or are not of driving age, as long as you were hit by a car, and you were not at fault, you can file a UM claim against your policy or the policy of the person with which you are living. No, you do not have to have been inside a car at the time you were hit by a car to make a claim on an auto policy.
